There will be 16 teams competing in the 2019 tournament, and the purpose of the draw is to place these 16 teams in to four groups, Group A, B, C and D, and in order to do that the draw committee will apply the two below draw technicalities:

 Draw Technicality:

1. These 16 teams will be split into 4 groups of 4 teams and placed into respective pots based on their performances in the past 3 CISCUP tournaments
2. Teams from the same City or State cannot be placed in the same group therefore each group will have a team from Minnesota and a team from Ohio.
